I am using the Foldable template and I would like to know how to move the second side bar where the table widget is located to the Pending list when I show "Mobile view".

The sidebar widget contains both the First and Second panels. You can only move the entire widget to the pending list, not individual panels within it.
Could you clarify why you need to move just the Second panel to the pending list? Would moving the table widget instead work for your use case?
