Some AGO labels do not appear at all levels

Hello, I've created an online map and ExperienceBuilder app with schools districts, supervisorial and Board of Eductaion districts. All the layers display properly but a couple of the larger polys in only a couple of the layers don't display one or two of their labels until zoomed in and when zoomed out they all turn off. I've adjusted the scale settings, turned them off, brought the layers back in, out, in again, tried everything but only one or two of the larger layers do not turn on. Is this a known bug or is something going on on our end?

About how far out do you mean when you say they don't show? I believe this is at the very limit of the layer's range as zooming out any farther will show only the boundary:

If you're asking about why only some are showing, that's just the ways the labels will cluster when there are more than one label within a distance of each other, as it'll look as if they're all bunched together.

Is this about what you'd expect or is the issue present in the top screenshot?
