Best practice for publishing orthophoto

I am relatively new to ArcGIS,I want to publish a service corresponding to an orthophoto containing 3500 tif files (307Go) on my portal (arcgis enterprise). I don't have Image Server. Should I publish the map service directly once my photos are imported into ArcGIS Pro or should I create a raster dataset and a mosaic before publishing? Thank you

Even if you don't need to make any simultaneous changes to your data (which mosaic datasets allow) it's a good idea to create a mosaic dataset for the improved performance, and to makes it easier to work with in general, yes.
