The Basemap.de has been provided since early 2025 as a Protobuf Tile Archive via the Geodata Center of the Federal Agency for Cartography and Geodesy. This tile archive can be self-hosted via a web server and thus used in ArcGIS products. However, if native support is desired, the format must be converted into Esri's own Vector Tile Package (VTPK).
With the recently released script by Esri Germany, pbf2compactcache, exactly this can be accomplished. Here, the input data from the .pbf format is converted into a so-called CompactCacheV2. When this cache is then bundled with the Vector Tile Style, fonts, and sprites, the finished Vector Tile Package is created. This VTPK can now be directly integrated into ArcGIS products, ensuring, for example, the offline capability of the data.
