I recently updated arcgis pro to the 3.4 version and when in a new layout making a map frame( adding title, legend, etc) my mouse goes to the pan cursor and I'm unable to get to the default cursor to adjust or modify my map. I've tried everything I know of but have had no luck.

It's been a known issue for some time, one which I experience from time to time. See  Sticky cursor and Cursor stuck on rotate

It looks like this is typically caused by antivirus software (mostly Webroot from the reports we've seen).  It boils down to having to check and adjust the antivirus settings to make sure that it isn't interfering with ArcGIS.
