How to include Labels Feature labels in the Legend

Hello, I need to include the labels to my features in the legend. There doesn't seem to be a way to do this.

I have green labels showing unused parking for some features and red labels showing capacity for other features. How can this be included in the legend?

Otherwise use a textbox to explain what the labels mean?

In EXB you can customize which layers are shown in the layer list:

I hid my labels layer but it still comes up within the legend widget!

is there a way to hide that view from the layer list so users do not accidentally toggle it off?

I would create views of the layers to use for the purpose of labeling if you need it in the legend.
