Indoors Map Package for Indoors Mobile App - Zoom Limited

I've successfully published a mobile map package for use in the iOS Indoors mobile app.
The issue I'm having is I cannot zoom in using my fingers to see the floor plans close up.
What could be limiting this?

Enterprise 11.3
