adjust graphic line height, layout

is it possible to adjust the size and position of a graphic line using numbers on the graphic tab (within layout)?

It is possible. From your screenshot I'm not sure what the problem is. Are you able to type values in the blinking red box? It doesn't appear to be disabled, but I'm not sure.
