ArcGIS Personal - No way to create API Key / Client ID Client Secret

Question

I paid the $100 for the Personal Pro subscription to use as a sandbox for learning to work with your REST APIs.

All authentication tutorials, guides and links lead to Create Developer Credentials as described here:
https://developers.arcgis.com/documentation/security-and-authentication/get-started/

And all of those links take you to steps that include Click Developer credentials > OAuth credentials and click Next. or Click Developer credentials > API key credentials and click Next.

These options do not exist and I've found no way to get to them within my Personal Pro subscription. Instead I'm shown the screen included below.

How do create an 1) API Key and 2) OAuth credentials using this subscription?

Thank you for your response. I have an ESRI AGOL account with work and have the same problem.

Hi -- Unfortunately, I believe the workflow you are looking for is only supported by ArcGIS Online and ArcGIS Location Platform accounts. (Please see below.)

Perhaps you can contact Esri Tech Support to discuss further?

Account types

API key authentication is only available for ArcGIS Location Platform accounts and ArcGIS Online accounts. API key authentication is not available with ArcGIS Enterprise, or with any other ArcGIS account type such as Public, Education, Personal Use, and others.
