Self-explanatory really - if there can be an option to completely reverse the drawing order in Basic Symbol Layer drawing setting - that'd be quite convenient!

would you mind clarify this "Basic Symbol Layer drawing setting" a bit more? Is this a scenario where Feature Draw Order won't work?
