Web map URL Parameters - level not working

Could someone please help me understand why the level parameter in my Web map URL isn't working:

https://sheffieldcc.maps.arcgis.com/apps/mapviewer/index.html?webmap=b7a987fa6c3548fc91c38721e7832f25&center=430291,382002,27700&level=13

The basemap has levels 0-13 and it should be zooming in to around 1:300 but it appears to be centering but not zooming.
