I am a volunteer for a non-profit org that collaborates with local government to support historic preservation in a city. We have eight historic districts, each that I have defined and have available in KML (8 KML files). My need is to get a spreadsheet (csv ... data) with ALL the USPS postal addresses within the boundaries of the polygon. Best case would be a file that contains all the address parts as separate attributes (house number, street name, street suffix, city, state, zip ... but I could likely handle it if one field contained the entire address/city/state/zip. I don't own any product of ESRI, but have used it for years to view historic maps of our city that ESRI ingested.
In any case, I'm NEW to Arcgis and don't even know where to start. I had hoped to prove to the nonprofit management that using gis would be extremely helpful since the boundaries of these districts RARELY change and every year we get a fresh dump (Access DB) of all the property owners for every property in our city, but only some of these properties fall within one of the eight polygons. I am skilled enough that I could join a list of addresses (from esri) with this tax record database so that we could YEARLY satisfy the goal of being able to know the names and addresses of every property owner in our eight historic districts. I'm hopeful that someone might be able to help me understand what products I need (from ESRI or elsewhere) to do this and how to go about accomplishing the stated goal (in bold above).
