Is there a way to limit how large a hosted feature layer is within ArcGIS Online? I want members of my organization to have the ability to post their own layers. However, hosted features consume a fair amount of credits.
The current budgeting tool does not allow us to block the size of any feature layer.

No, this is not possible. The credit budgeting tools also don't constrain it:

This still applies in other environments, e.g. Portal for ArcGIS. Even though it doesn't cost credits, it takes up server resources, so we want our GIS users to understand best practices when it comes to publishing and uploading content.

Thank you for confirming that. I turned publishing off so no one makes a copy of our 2GB elevation contours again!
I did have someone make an unnecessary 2GB copy of our contours....
