Navigate tool won't recognize a raster

Question

The navigate tool stopped recognizing raster cells after I performed an update. Prior to the update, clicking on the raster would produce a popup listing the data for a particular raster cell. This function stopped working after the update. The tool works as usual on all the other layers. The raster is from the ArcGIS online portal and I'm using ArcGIS Pro v. 3.2.0.

Is this a known issue with the most recent update?

Update -- the raster I'm working with has color-codes cells that represent time since the most recent disturbance. Areas not disturbed as of 1985 are transparent. Clicking on an undisturbed area produces a popup for the transparent cell at that location. Clicking on a disturbed (i.e., colored) cell does not produced a popup.

Why is the tool not "seeing" the color-coded cells?
