I'm wondering if there is any tool that generate a data dictionary like what is in the UNF.
There is a related tool that can export your UN into excel sheets, it's called "Utility Network properties extractor", here's the source URL:

Unfortunately we create these with an tool that is not publicly available.
There is work underway to include GDB Schema reporting tools in ArcGIS Pro 3.3.
