NA 2013 R3: Streets & Streetscarto Feature Classes don't include all the USA streets

Question

I am using SM Premium data for NA,TomTom map, FGDB format and 2013_Release3.
I have the correct license file from ESRI. Streets and Streetscarto feature classes don't have all streets of US. Streets has just 20833 records and Streetscarto 33254. How can I see all the streets?
Also I added all the other transportation layer but wasn't helpful.

As an update, it was license issue. It was fixed after applying the valid StreetMap Premium license.
