I would like to add to this post as I was trying to figure out the same thing and realized I was misunderstanding the account types. I have plenty of experience working with Esri software in a professional setting, but this was my first time trying to navigate the license structure for work on a personal project.
Anyway, I read the documentation and thought I had the right account type because it said "Organization" on the dashboard. I didn't see the words "Personal Use" anywhere in my AGOL portal or myEsri portal, so I thought the limitation was only on free Personal Use accounts.
The difference to note is whether you paid for a license "For individuals" or "For business".
Anyway, I think the documentation/interface could be clearer and the "Account Type" section of the dashboard should say "Organization (Personal Use)" instead of just "Organization". Just my two cents! Thanks!
