Public user can't access StoryMap in Germany

Question

Hi, I've recently shared a StoryMap link to a group of editors and there seems to be some sharing issues...One user based in the U.S. was able to open and access the SM with no login, while the other user, based in Berlin Germany, was prompted to login to AGOL.  He's tried at least two browsers.  Is this a known issue, and if so is there a known solution?

Everything is shared public and no premium content is being used.

@KatieGaut -- I can't think of any reason why a story would be accessible publicly in one region and not in another.

I would first ask the person in Germany to see if they can access the story in a private browsing window and/or after clearing their browser cache. If the issue persists, please have them contact Esri Support to get help troubleshooting the issue.
