Map Viewer Sketch Tools Default

When switching between layers in Web Map > Map Viewer the Sketch Tool defaults to Stamp (red circle), which I never use.

I'd prefer it defaulted to Select (green circle), which I mainly use.

Ideally, allow the user to choose the default tool.
