How do you set the order of language options in drop downs?

I have a survey with 6 language options. I've noticed the language order within the dropdown across app and web browser are different. It is also different than the language order (left to right) that I have in my xls form. The default is set to English. I would expect this to always be at the top, no?

Anyone know how to set the language order?
