ArcGIS Pro 3.0.1: “table to domain” tool ends up with “The value being added to the CodedValueDomain already exists” error,
I couldn’t figure out why “table to domain” tool ends up with “The value being added to the CodedValueDomain already exists” error considering the fact that the geodatabase has no domains

Appears to be because you are using the same field for both Code and Description.
Since you picked Comminity Classification, when it hits the third row, that is "Village Council", but, the second row already assigned "Village Council" so you are trying to insert a duplicated Code value that is not allowed.

I just summarized the “CommunityClassification_English” field and used it to import the domain values to the geodatabase.
