Upgrade Dataset destroyed an annotation layer and layout

Hello,

Was importing a layout from ArcMap to Pro and everything went fine but when I went to upgrade the annotation layer through the Upgrade Dataset tool it completed destroyed all of my annotations (attribute table is empty) and whats worse is it turned all the annotations white but they are not selectable and when I remove the annotation layer they stay were they are. I've exported and reimported the layout, I've reopened the project.

I dont know what else to try and am thoroughly peeved that the tool would just delete everything when it fails. Do I just have to start from complete scratch?

Edit: They are not all white, it seems to be causing a bug where the symbology of any line feature behind the annotation is no longer being drawn.

OK so I figured out that it was a separate feature layer that was acting as a transparent halo. What was weird is that I had this layer disabled but it was still showing up. When I removed it entirely everything started to draw correctly.

* Is any data reprojecting on the fly in the Map View?* Yes, most everything is NAD 1983, but have a few things in WGS 1984, Custom and then variations of NAD 1983 (Lambert Conformal Conic and Oregon Statewide Lambert). When I remove all of the layers not in NAD 1983 it persists.

* Can you add the annotation feature class to a new empty map?  * No it gives an error:

* I'll continue troubleshooting more on my side.  Last question - can you provide the data so I may test it on my ArcGIS Pro 2.9.x?* Uploaded, the bad one is 'EFM_anno' and it should look very similar to 'EFM_anno_post_upgrade' which I reconstructed after the first one got corrupted.

Sorry to hear about this occurring after running the Upgrade Dataset GP tool.  A few questions for you - what release of ArcGIS Pro are you using?  Is any data reprojecting on the fly in the Map View?  Can you add the annotation feature class to a new empty map?  If so, what is the result?  I'll continue troubleshooting more on my side.  Last question - can you provide the data so I may test it on my ArcGIS Pro 2.9.x?
