Image service blurry through web adapter

I have an cached image service (server 10.7.1) that functions normally when accessed using the server name and port but is blurry for some ArcGIS Desktop / Pro users when accessed via the web adapter url. Web maps are not affected. Have you encountered this or any similar issues?
