Disable New Feature Collection While Allowing Attribute Editing

Question

I have a field map set up where I'd like to allow users to edit the attributes of a road layer but not add any additional road features. I have not been able to find a setting to disable adding features without also disabling updating attributes. I tried the settings page for my hosted feature layer, under "What Kind of Editing Is Allowed?", but when you uncheck "Add", "Update" also becomes unchecked.

Is there a way to prevent users from adding or deleting features, but allow them to update the attributes of existing features in Field Maps?

What do you see when you un-check "Add"? It should look like this:

It's disabled and checked because you must select one of the 3 options
