Popup prohibits my users from seeing what they are selecting using the polygon select tool
Once my users have selected counties in an area, the popup tool when placed over another county boundary, will pop up the information about that county (not part of the selected counties). AND the symbology for the popup county is exactly the same as the selected counties making it appear as though the popup county is part of the selected counties
