Project through online portal is failing to open

I am having an issue opening a project through the ArcGIS online portal. When trying to open it it gives me this pop up window.

Question - did you save the *.aprx local and it's using ArcGIS Online web layers in the map view? Or did you save the *.aprx in ArcGIS Online? Please advise.
