503 Error - Service Temporarily Unavailable - Demographics API

This code used to work just fine from a few months ago but since I recently retried it starting last Friday I'm consistently getting this 503 error. I thought initially it was maintenance but I see via the monitors that everything has been up and running. Any thoughts?

Params for api call attached. Using 0auth 2 and retrieving token just fine.
