in Arcmap, you can make a raster image specific color, ie black or white as no color and it will not display that color and make it sort of transparent .. HOW can you do that in ARCGIS pro????

How does your image look like? Continuous values or discrete values? What is the range of values in your Raster? Screenshot(s) will also help.
You could check Change the symbology of imagery | Color Map or Change the symbology of imagery | Discrete.
