It seems as if Snapping is unavailable for the Drawingtool and the Measuring tool. This is unsatisfactory.
There is not an industry that exists where this functionality wouldn't be both expected and crucial to your day to day business and workflows. Snapping is a standard and for the Gas industry where the technicians have been able to snap in AutoCAD for 3 decades, they are frustrated by our inability to reproduce this critical functionality where very exact measurements and inches are a matter of public safety.
