Apply Symbology From Layer works in geoprocessing but not modelbuilder

Hey all,

So when Applying Symbology from Layer template in modelbuilder it does not work (model runs fine but output shapefile doesn't take the template). But taking the same output shapefile (GLAHF_Merge_%Value%_polygon) and running the tool in mapview works perfectly with the exact same parameters. Any ideas why this is happening?
