How is sidc created from a feature?

Hello dear reader,

I've followed the steps in https://www.esri.com/arcgis-blog/products/arcgis-pro/mapping/create-custom-dictionary-styles-for-arcgis/ both using the v2.0 and v3.0 syntax with the same unsatisfactory result. When changing from single symbol to dictionary, nothing in the feature displays.

I'm working on an closed system (no outside connectivity) and am beginning to wonder if that may be related. Any insights regarding possible issues would be appreciated.
