Query widget issue using large parcel service API

I've been trying to get a query widget to work with a national scale parcel feature service API for way too long now. I've tried so many different ways and every time I think I get somewhere, something else doesn't work quite right. None of the other queries using hosted features have these issues (also have a lot less data involved).

I started off trying to filter out data by having state and county dropdowns, but it doesn't show all the options; I filtered in the web map to remove options that weren't needed, but then those still showed up in the drop downs. I had the expressions for the query set to filter by all previous expressions, but after choosing a state it would still show counties belonging to other states. Fine, I'll try manual inputs...

Using manual inputs worked while I was testing the first day; now, several days later, the inputs aren't working at all (even if I filter by extent) and just continuously load and gives me an "undefined/# results" message.

If anyone has any ideas, or workarounds for what is basically an owner/parcel query, I'm all ears cause this is not working for me. If this is a limitation of a large scale API dataset, please let me know too!
