Error configuring Data Store after upgrade from 10.8.1 to 10.9.1

I am attempting an upgrade of our ArcGIS Enterprise v. 10.8.1 to 10.9.1. I receive an error the following error: 

"Attempt to configure the data store failed. Caused by: Runtime error detected for one or more operations on the ArcGIS Data Store configuration store. Caused by: Failed to get file permission."

I checked the Windows credentials of the server user account, it has full permission right to the arcgisdatastore folder. 

I have tried using the server name, FQDN, and  DNS with the same error.

Any help will be much appreciated.

Does your account also have full control to the Datastore folder in C:\Program Files\ArcGIS\DataStore?

yes, I have full permission to the folder: C:\Program Files\ArcGIS\DataStore?

I was able to resolve the issue with help from ERSI support. It turned out that Tile Cache was causing the problem. We did the following:
Completely removed Data Store 
Install Data Store
Setup Datastore (Tile Cache) 
Restore Rational using the command line.

Install Data Store

Setup Data store (Tile Cache) 

Restore Rational using the command line.
