Resample cache: what do the "maximum/minimum levels" mean?
In ArcGIS Server Manager, we use the "Resampling" option, so that tiles are resampled at higher levels of zoom in which no tiles were physically generated. Recently, we wanted to enable the resampling only for certain zoom levels - and avoid resampling at other levels. Seemingly - this is supported by entering the "Minimum Scale" and "Maximum Scale" for the resampling. This also seems to be documented here.
However, when trying this out on our Enterprise 10.9.1 deployment, the excluded levels were not displaying at all. In other words: If we wanted levels 0-10 to display "normally", with no resampling, and have levels 11-18 display with resampling - the result was that levels 0-10 were not displayed at all (even though the service had these configured, and physical tiles have been generated).
Am I misunderstanding the role of the "maximum level" / "minimum level"?
