Is it normal to have an Editing Database and a View only copy database.

Currently we have 2 Oracle Databases which holds Water and Electric  SDE environments in them. We also have an Arcgis Server environment which host our  Tiled Cached Map Services. I want to know is it normal to have a copy of the databases in order to have view only users use. While editors have there own environment. Granted we would only be having 50 at any given time. We roughly have about 200 users who use our HTML Website?

Are you currently using ArcGIS Online for the viewing?

No we have ArcGIS for Server hosted internally on a server. Not accessible to the public only the company.

No, you don't need a second database solely for viewing. You can manage this via user permissions.

We currently do it via permissions. There idea was that it would speed up the database performance by eliminating Viewers off of the editors database.
