Spatial Join - Merge Rules

I'm trying to perform a spatial join between a buildings layer and a floodplain layer to identify where each building intersects with the most "restrictive" zone in the floodplain. In the past, I was able to do this easily using merge rules, where I assigned a rank to each zone (with 1 being the most restrictive) and applied a merge rule to assign the minimum rank to each building and it would return the associated flood zone. The table below shows the general layout of the floodplain layer I'm trying to join to the buildings.

Since updating ArcPro, the layout of the spatial join tool looks different, and I'm having trouble replicating my previous workflow. I may be missing something, so I’m hoping to get some guidance.

In the new spatial join window, I go to the Fields dropdown, click "Edit" on the Rank field, and in the popup, I select Minimum under "Actions and Source Fields" to return the lowest value in the Rank field.

After performing the join, it correctly returns the lowest number in the Rank field, but it doesn’t match the corresponding Flood Zone. For example, it will return a "1" for the Rank but "X" for the Flood Zone.

Is there something I’m overlooking?
