We would like to upgrade our Oracle 19c eGDB (SDE) from 11.1 to 11.4 directly - is this possible or must we go to 11.3 first?

Yep, that is supported: https://pro.arcgis.com/en/pro-app/latest/help/data/geodatabases/manage-oracle/upgrade-geodatabase-or...
You can upgrade directly from a 10.8.1, 10.9.x, or 11.x geodatabase if your database release is supported for the ArcGIS version to which you upgrade.
Just make sure that your Oracle version is at least at the minimum supported version based on the O/S of Oracle:
Windows: https://enterprise.arcgis.com/en/system-requirements/latest/windows/database-requirements-oracle.htm
Linux: https://enterprise.arcgis.com/en/system-requirements/latest/linux/database-requirements-oracle.htm
