How to change symbology of one asset based on attributes another asset in another layer

I have two layers in one map

layer 1: water system valves

layer 2: water main

One of the field in Mainline valves (layer 1) is valve position has two domains - closed or opened

is there a way to auto change the color of water main (layer 2) when both valves are closed?
