Using arcpy in an AWS EC2

I have a development environment in an AWS EC2. I want to use arcpy in that environment. I have ArcGIS Pro installed on my local computer and I can use arcpy in the default ArcGIS Pro python environment. My local computer has restrictions that limit my ability to create new conda environments so I primarily work in my EC2. I cannot install arcpy in my EC2 and I assume this is because it is licensed. How can I get arcpy to work in my EC2? I have seen posts about installing ArcGIS Pro on the EC2. Is that the best route?

Yes, you need ArcGIS Pro installed on the EC2 machine to install and use arcpy there.
