Step configuration to "Restrict Edits to Job Location" not working as expected

I have a parcel fabric published as a feature service that will be edited as part of a larger workflow configured in Workflow Manager. After testing the ability to restrict edits to a job location, it's not working as I expected.

Parameters have been set in the "Open Pro Project Items" step template as described below. I then tested performing an edit far outside of the job location buffer area, saved edits, reconciled and posted, and didn't encounter any errors (i.e., the edits posted to SDE without issue). Do you know what may be allowing me to bypass the step configuration?

Step Template Name: Open Pro Project Items

In the Step Details , I've configured the Arguments to "Restrict Edits to Job Location" within a buffer of 10 meters.

I then go through the following steps in Workflow Manager:

1. Update Job Properties (manually enter a unique name)
2. Define Location
   1. The Location Method is within a Web Map where features are selected to create the Job Location polygon
3. Create Version (a branch version is created)
4. Open Pro Project Items (ArcGIS Pro project package opens showing the parcel fabric, zoomed to the Job Location defined in the previous step)
5. Perform edits in ArcGIS Pro
6. Save Edits
7. Reconcile
8. Post
