A reference feature layer's labels not showing up in Survey123 map

I've created a survey form and added a web map. In this web map I have a layer with zip code boundaries, and I want to label them with their respective zip codes.

I have:

- gone to the item details > visualization > enabled labels for the zip code layers

- done the same thing within the web map itself

- i tried a few fonts and font sizes

- made them visible at all zoom levels

I have saved these edits in the map. They show up in the design tab of Survey123 Web Designer:

BUT when I publish/preview it, the labels disappear:

 Does anyone have any insight on this?

Potentially a security/sharing issue for the map layer?

Potentially a scale issue? (The "live" version appears to be slightly more zoomed in - I know it's a slim chance, but worth mentioning)
