First, I really love using the map tour. I think it's a great way to tell a story to folks who aren't technology savvy. One option I would really like to see during the design stage of StoryMaps is to be able to change the speed at which the map changes location as you scroll. An example is going from a state level, to a city level, to a neighborhood level of zoom. The map moves so fast that you don't get a great idea of where you are in relation to the previous location.
