Add and enhance Spyglass widget from Classic Story Maps

I needed to make a small change to an old story map with a Spyglass widget but Configure App just launches up the it seems to be able to configure it anymore. I decided it was be a good reason to recreate it in the modern version, but I don't see a template or widget to accomplish this. I see a few other posts on this, but haven't found a post yet.

I would like the ability to use this functionality in the new Story Maps. Even better would be a Loupe widget, with a customizable zoom factor (minimum 100%).

This could be also be accomplished in a user configurable app other than Story Maps for my purposes; I'm just hoping for something that can be implemented quickly without custom programming.
