Citizen Problem Reporter map with other layers

I am working on a deployment of the Citizen Problem Reporter solution. I have a map for a topic to collect submissions from the public. I also have the City boundary and a point layer showing POIs on the map. The issue I'm having is the CIty boundary isn't showing on the map in the Citizen Problem Reporter app and the POIs only show when you click on the layer below the reporter layer. I just want them to be visible in the map with a popup for info rather than a layer to submit reports to.

Has anyone configured this solution to show other layers in the map like this?
