Can I change the scrolling sensitivity

Is it possible to change the scrolling sensitivity of my ARCgis application? It seem to zoom in and out entirely with one scroll.

It may be this can be changed with Windows mouse settings. Right click on the Windows desktop, choose Personalize and search for "mouse" in the search box at upper left. There may be generic mouse wheel settings and perhaps some device-driver-specific settings that can help with mouse zoom sensitivity.

@curtvprice The zooming/scrolling behavior is as follows, the gif was not sped-up at all, the behavior is replicated in a single mouse scroll. 

Application: JavaFX
OS: Mac and Ubuntu
