Every time I open ArcGIS Pro I have to uninstall and reinstall Microsoft .Net Runtime. It doesn't take a great deal of time to do so, but I don't know why it's required with every attempt at opening the desktop software. This happens not only for myself but the rest of my team is dealing with this as well. Has anyone else been experiencing this and does anyone happen to know why this could be happening?

How To: Perform a Clean Uninstall and Reinstall of ArcGIS Pro
When installing Microsoft Desktop Runtime .NET 8.0.x ensure you are using a Windows x64 installer, is required. Did the person who installed the software have local admin on the computer? It sounds like you have install on first use turned on as well...but that should only happen the 1st time you start Pro.
I appreciate the input, RichardDaniels and DanPatterson. The clean install seemed to be working but I'm thinking now it's a bigger issue possibly related specifically to my company as now I'm no longer allowed to install .NET at all on my company laptop despite seeing no issues on my personal computer. I'll have to do a bit more digging.
This means you installed ArcGIS Pro as local user vs. 'all' users on the targeted machine.
Your company probably sets up their computers so that the user doesn't have full admin rights. I would begin there
Oh, that's definitely the case. I'm just frustrated currently since they completely took away our option to install it on our own (at some point over the past couple days), leaving us stuck waiting days in some cases to get it back. Now I'm going down the fun rabbit hole of finding out who might have enacted that change.
While checking on Microsoft Desktop Runtime .Net 8,0,x, ensure you also include the WebView2 requirement. Both of these should be deployed by your IT staff to all members of your GIS Group. It is preferred that these are 'already' installed when you try to load ArcGIS Pro 3.3 or 3.4.
SIDE NOTE!
ESRI allows users to install ArcGIS Pro per-user if they don't have local admin on the computer. However, the side effect is 'they' will be the only person who can see and run the software on that computer (other than a person with Admin permissions). Side effect, is if you ever do a managed deployment, which goes to ALL USERS, you will have a version collision since the managed update will NEVER see the per-user installation. In office environments using managed software deployments, PER-USER installations are BAD 🙂
