CAD data w/ defined geospatial coordinate system, but displays in inches

Hello,

I have a CAD-DWG file with a defined geospatial coordinate sytem (State Plane) in units of FEET. OK, great.

But, when added to the Map, it displays like it was drawn in CAD with units in INCHES.

...I know how to correct this by either creating a Custom/New coord syst, georeferencing it, or converted it to a GDB and transforming it.

But, my question is WHY do I have to do anything if it's "defined" in AutoCAD as State Plane, Feet?

How can data be defined in Feet and drawn in Inches 😉 I'm a GIS person, so there must be some CAD concept I don't understand.
