I maintain an application that uses the ArcGIS Pro SDK, so I am often installing/removing different versions to compile against. The lasts time I tried to install 3.0, it wouldn't start. So I checked ArcGIS Pro and it wouldn't start. I've tried un-installing, repairing, cleaning the registry, wiping all files on the hard drive related to PRO.
Nothing works. I just keep getting this in the Event Log.

Sorry to hear that you are having this issue. Based on the error message you quoted above here is the respective Microsoft page around the KernelBase.dll
If you have not attempted a clean uninstall (see documentation below) I would then consider the link above if possible.
