We are in the testing phase of upgrading our userbase to ArcGIS pro 3.3.2. We noticed recently that all network analysis tools we have configured in our deployment of ArcGIS enterprise 10.9.1 fail within ArcGIS pro 3.3.2. This behavior is not present for users in ArcGIS Pro 3.1. We get the below error when running any network analysis tools.
Tool Validation Error: na.MakeClosestFacilityAnalysisLayer.
ERROR 999999: Something unexpected caused the tool to fail. Contact Esri Technical Support (http://esriurl.com/support) to Report a Bug, and refer to the error help for potential solutions or workarounds.
Invalid pointer.
Failed to execute (MakeClosestFacilityAnalysisLayer).
We are thinking that the issue might be specific to licensing but are curious why it is working in ArcGIS pro 3.1 with the same licensing manager configured.

contains the licensing information, so you can check your situation, but perhaps the tool useage or requirements have changed, like Current workspace

I would contact Technical Support to discuss with them also.
