ArcGIS Pro 3.0: Commands that appear on right-clicking are displayed backward instead of forward,

 

For example, in the screenshot below, I couldn’t figure out why, sometime, commands that appear on right-clicking are displayed backward instead of forward. Is there any option to force these commands to appear forward all the time?

 

Is this by design?
